Russia's permanent representative to the United Nations, Vasily Nebenzia, said that the Syrian people are in dire need of collective international assistance.
He added, in a briefing to the Security Council on Syria, that "foreign forces took advantage of the unrest that occurred in March 2011 in Syria to inflame the situation in the country. The goal (of these forces) was to overthrow the legitimate Syrian authorities and reconfigure the country as they please."
He stressed that "illegal armed groups, some of them international, took advantage of this to expand," reiterating his country's demand for the exit of all foreign forces not welcomed by Damascus from Syria.
